3. EPP guidelines and steps

CARE has developed a set of comprehensive guidelines for emergency preparedness planning, which provides step-by-step instructions and information. These guidelines and workbook are available at Annex 37.1 CARE Emergency Preparedness Planning Guidelines, and 37.2 CARE Emergency Preparedness Planning Workbook. The Guidelines are used by all CARE International COs.

The EPP process involves the following steps:

 Checklist

  • Form the ERT and sub-office structures to support emergency operations.
  • Collect information on historical disasters in the country and current trends related to migration patterns, emerging conflicts, food insecurity data, etc.
  • Provide orientation of ERT to basic concepts and emergency protocols.
  • Develop the emergency preparedness plan according to CARE’s guidelines:
    • Develop a detailed inventory of CO capacities.
    • Analyse risks based on the previously collected data, the development of disaster and climate risk scenarios, and the set of measures to mitigate, prepare for and respond to these scenarios.
    • Consider possible responses to emergency scenarios and establish the basic elements of response strategies.
    • Review existing CO capacity to identify capacity gaps.
    • Consider how a CO will work through partners, what triggers will be monitored to initiate response activities, what provisions need to be implemented in programme support functions to expedite emergency operations needs, etc.
    • Develop a plan of action that should be part of long-range strategic plans (LRSPs), annual operating plans (AOPs), and the design of new and existing programmes.
  • Document and share the written plan.
  • Implement preparedness actions.
  • Mainstream preparedness and mitigation actions in development projects.
  • Monitor, review and updating the plan.
